The only way Pokemon GO players can get Dhelmise during the Beloved Buddies event is by participating in 3-Star Raids where the Sea Creeper Pokemon appears as the boss. You'll need to defeat Dhelmise in these raids to have a chance to catch it.
Dhelmise’s Weaknesses & Resistances
Dhelmise is a Grass- and Ghost-type Pokemon in Pokemon GO, making it vulnerable to Fire-, Dark-, Ice-, Ghost-, and Flying-type attacks, which will deal 160% super-effective damage. Conversely, Dhelmise is resistant to Grass-, Water-, Electric-, and Ground-type moves by 63%, and Fighting and Normal-type moves by 39%.

Can Dhelmise Be Shiny?
